 The
Ministry of Social Development and Human Society is working out the
second strategic plan on social welfare for Thai society to make
Thailand a “welfare society” by the year 2016.The Deputy Permanent Secretary for Social Development and Human Society, Mrs. Napa Setthakorn, said that the second strategic plan is scheduled for 2012 to 2016 in line with the 11th National Economic and Social Development Plan. The 11th Plan will be implemented in the 2012 fiscal year, which begins in October this year and will end in September 2016. The first five-year strategic plan was launched in 2007, aimed at providing all Thais with social security in accordance with the basic rights of citizens, as stated in the Constitution. Another objective was to empower Thai communities, so that they could provide welfare for their members themselves, with support from the public sector and other sectors in Thai society. In the second strategic plan, a target has been set for the national welfare system to cover all groups of Thai people in the next five years, or by the year 2016. At present, benefiting from the existing retirement and pension fund schemes are government officials, state enterprise employees, and other employees and workers under the social security system, managed by the Social Security Office. The schemes do not cover workers in the agriculture sector. In order to achieve this target, the strategic plan seeks to empower society and expand the country’s social security system to cover all groups of Thai people, especially those in the non-formal sector. It will also develop the quality of social security services, mobilize funds for social services, and prepare Thailand for the formation of the ASEAN Community in four years’ time. The strategic plan on social welfare for Thai society is used as a guide for the National Commission on Social Welfare Promotion, chaired by the Prime Minister, with the Minister of Social Development and Human Security as the first Vice-Chairperson. The plan is in virtue of Thailand’s Social Welfare Promotion Act 2003, which was revised in 2007. The Act requires the National Commission on Social Welfare Promotion to propose the National Social Welfare Development Plan to the Cabinet for approval. The first strategic plan, to be concluded in 2011, aims to achieve a society of happiness under cultural diversity and Thai wisdom, with the participation of all sectors in society and through transparent and fair management. The ultimate goal is to lead the country to balanced and sustainable development. Thailand has worked in partnership with the United Nations in implementing the “Social Protection Floor,” a basic set of social rights, services, and facilities that every person should enjoy. It is among many developing countries that have introduced measures, such as access to education and health services for the people. Social protection has also been included in the 11th five-year National Economic and Social Development Plan. |
