Government to Uphold Royal Advice for Flood Management

Prime Minister Yingluck Shinawatra said that the Government has agreed with the Advisor to the Strategic Committee for Water Resources Management, Dr. Sumet Tantivejkul, to uphold royally initiated guidelines for flood prevention and control.

Speaking in her weekly program “Yingluck Government Meets the People,” broadcast on Radio Thailand and the National Broadcasting Services of Thailand on November 19, the Prime Minister revealed that she had recently invited Dr. Sumet and Dr. Virabongsa Ramangkura, Chairman of the Strategic Committee for Reconstruction and Future Development, for informal discussions.

She told them that several countries, such as the United States, the Netherlands, and Australia, had shown interest in helping Thailand cope with the flooding situation, especially the problem of water drainage. The Government was ready to exchange views and experience with various countries, if they submitted proposals on methods for flood management. The Prime Minister stated that strategies for water resources management would be divided into four parts.

The first part involves the rehabilitation of watershed areas, reforestation, and the construction of weirs to slow down the flow of water from mountains and highlands. The second part seeks to store water by dredging natural waterways, based on the kaem ling (Monkey’s Cheek) concept. Kaem ling is a well-known flood-control project initiated by His Majesty the King. His Majesty observed that most monkeys, when they obtain bananas, usually store them in their mouths, and then they gradually chew and swallow them. He realized that it could work as a concept for water detention, that is, by temporarily storing excessive water during heavy rains and afterwards gradually draining it. This technique can help alleviate the flood problem effectively.

In the third part, Prime Minister Yingluck said that flood-protection projects would be carried out in accordance with royal advice, such as the repair of flood barriers, the acceleration of water drainage in various canals, and the construction of flood ways. The fourth part involves the collection and analysis of information about water to ensure that the country’s water management will be handled in a unified manner. She said that these strategies would be focused in the planning and operations of the Strategic Committee for Water Resources Management.

Concerning the current flooding situation in Bangkok, Prime Minister Yingluck said that responsible authorities had affirmed that the inner districts of Bangkok would be safe from this flood. As for the western part of the city, which includes Bang Phlat, Bang Kok Noi, Taling Chan, and Bang Khae, the water level continues to decrease. Meanwhile, the Bangkok Metropolitan Administration has been organizing cleaning activities in several areas affected by the flooding.
