The Cabinet has provided additional measures to assist flood-hit people and to enable assistance with credit for small and medium-sized enterprises (SMEs).
During the Cabinet meeting on 1 November 2011, the Ministry of Interior and the Ministry of Social Development and Human Security were assigned to develop evacuation centers into temporary centers for skill and quality of life development. These centers should provide comprehensive assistance in terms of food and other necessities, medical services, moral support, and short-term occupational training.
The Ministry of Public Health was told to prepare to import certain medical supplies to prevent possible shortages, as several pharmaceutical factories had been damaged by the flooding. Since many residents in Bangkok and nearby provinces have moved out of their homes during the flooding, the Royal Thai Police was instructed to arrange forces to conduct surveillance for the safety of the people’s property.
The Ministry of Commerce was assigned to set up centers for fresh and ready-made food to receive food supplies from the provinces that were not hit by floods. The food supplies will be forwarded to flood victims in Bangkok and its vicinity. The Ministry of Interior was instructed to accelerate the inspection of affected residents and their damaged houses after the water recedes. Each family will receive not more than 30,000 baht in compensation. The Ministry will also coordinate other assistance through forces of the community and corporate social responsibility.
In order to help affected farmers, the Ministry of Agriculture and Cooperatives was told by the Cabinet to prepare budgets and projects to provide rehabilitation in various forms. The Bank for Agriculture and Agricultural Cooperatives will offer credit lines under two projects. The first one, involving 30 billion baht, aims to rehabilitate the farming occupation. The other project, also involving 30 billion baht, is intended to recover and develop farmers’ quality of life. Both clients and persons who are not clients of the bank will benefit from these projects.
In order to bring recovery to affected industrial estates, Deputy Prime Minister Kittiratt Na-Ranong, who is also Commerce Minister, has assigned the Ministry of Industry and the Industrial Estate Authority of Thailand to coordinate with the seven flood-stricken industrial estates and parks to work out a dewatering action plan and a rehabilitation plan. The efforts aim to enable them to resume operations within 45 days following the action to drain water from their premises.
As for assistance in credit for affected SME operators, the Cabinet approved a budget of 25,532 million baht. Out of this amount, 23,000 million baht will be offered through the portfolio guarantee scheme, and the remaining 2,532 million baht will be offered by the Government Savings Bank.
