Enhancing Thailand’s Role in the ASEAN Region

Prime Minister Yingluck Shinawatra has called for closer cooperation by all agencies involved to help enhance Thailand’s role in the ASEAN region. The Prime Minister touched on the issue of ASEAN when she referred to US President Barack Obama’s telephone call to her on August 13, expressing commitment to work with Thailand and ASEAN. The US President had also sent a congratulatory message to Prime Minister Yingluck. In his message, the President looks forward to deepening the strong bond and close partnership between Thailand and the United States, as two free democratic countries sharing common values and mutual respect. Prime Minister Yingluck said that the Ministry of Foreign Affairs is accelerating efforts to strengthen relations with ASEAN partners. She believed that Mr. Surapong Tovichakchaikul, the new Foreign Minister, would be able to handle foreign affairs effectively, since he is knowledgeable and capable. He might not have much experience in diplomatic matters, but this would not be a problem, since officials at the Ministry of Foreign Affairs would provide him with information. Regarding relations with Cambodia, the Prime Minister said that Thai-Cambodian conflicts would be settled through diplomatic negotiations, taking into account the protection of Thailand’s sovereignty. As for bilateral trade ties, efforts would be made to facilitate cross-border trade, so that it would be able to continue as usual. In negotiating with Cambodia, she said, the Government would use diplomatic means rather than personal relationships. Regarding the issue of giving a diplomatic passport back to former Prime Minister Thaksin Shinawatra, Prime Minister Yingluck said that she would not be involved in this matter, which depends on the Ministry of Foreign Affairs. In this regard, the Ministry of Foreign Affairs stated on August 15 that Foreign Minister Surapong did not issue any order to take action in this matter. Meanwhile, ASEAN Secretary-General Surin Pitsuwan suggested that the new Thai government boost Thailand’s image in ASEAN and the international community in order to create confidence and enhance the country’s leading role in the region. He also urged the new government to look into Section 190 of the Constitution, which despite amendments, still requires more clarification. He said that the Government needs to clarify three issues concerning sovereignty, state power, and demarcation lines, including the agreements that require legal amendments through the parliamentary process. Mr. Surin said that he would call on Prime Minister Yingluck after the presentation of the Government’s policy statement in Parliament.
