Transport Network and Logistics Projects in Northern Thailand

The Ministry of Transport and the Ministry of Finance are working jointly on details of a high-speed train project linking Bangkok with Chiang Mai in the North.

They were assigned by the Cabinet, during its first mobile meeting in Chiang Mai on January 15, to come up with a form of joint investment between the governments of Thailand and China.

Both countries on 22 December 2011 signed a memorandum of understanding covering the development of a high-speed train system. The signing took place during the official visit to Thailand by Mr. Xi Jinping, Vice President of the People’s Republic of China.

The Cabinet also told the two ministries to conduct a study on environmental impacts and economic viability of the project. Its decision to accelerate the project was in response to a proposal made by the private sector, represented by three major organizations, namely the Board of Trade of Thailand, the Federation of Thai Industries, and the Thai Bankers Association. The Ministry of Transport was also assigned by the Cabinet to study the development of a motorway linking Chiang Mai with Chiang Rai. Another feasibility study will be conducted on the construction of a double-track line, linking Den Chai in Phrae with Chiang Khong in Chiang Rai.

At the same meeting, the Cabinet instructed relevant agencies to study the development of a mass transit system in Chiang Mai province. The Ministry of Tourism and Sports was told to consider designating 2013 the Year of MICE to promote tourism. “MICE” stands for meetings, incentives, conventions, and exhibitions.

The Cabinet also asked the Ministry to study the management of the Chiang Mai International Exhibition and Convention Center in Chiang Mai province before the center is scheduled to open in September 2012. The Ministry of Tourism and Sports will work with local educational institutions in providing training on foreign languages for tourist guides on a continual basis. It was also assigned to join forces with the Ministry of Interior in supporting tourism activities and working out a calendar to stimulate local tourism.

The Ministry of Foreign Affairs and the Ministry of Interior were assigned to work with Laos in setting up a joint working group to consider opening more permanent border checkpoints. The Council of State, the Ministry of Commerce, and the Ministry of Finance will draft legislation jointly on the establishment of special economic zones, including the Special Border Economic Zone in Mae Sai district, Chiang Rai province.

All these projects will help create trade and investment opportunities between Thailand and neighboring countries.
